Ever? Yes. It seems inevitable, but there are a bunch of things that have to be worked out first, not the least of which will be the relationship with the CFL. The Argos, the Canadian football team in Toronto, draws fewer fans than the Hamilton Tigercats, who are in a much smaller market. Perhaps an NFL team would capture both. I can’t see the CFL allowing the Argonauts to be overshadowed. Also I don’t see the NFL owners giving up an equal share of the gargantuan TV money, unless demanding an entrance fee that only a potential trillionaire could handle. That’s why exploring Europe and Mexico is happening. Plus the NFL already has the oxymoronic legal tampering period label, so adding the sandbox sounding rough play penalty and illegal interference would be as torturous as drinking wattery Budweiser through a straw. The CFL with the exception of Toronto, Montreal and Vancouver doesn’t play in markets that could support an NFL franchise population and business wise. Factor in they play in smaller stadia would mean new stadiums would have to be built. No Canadian owners want to pony up the two to three billion dollars the league would want for an entry of a Canadian city AND the NFL ready stadium.
