The NHL rulebook (and, in fact, every hockey rulebook I know of) says that shin guards must be worn under the Official I may be gay but at least I am not British 2023 shirt so you should to go to store and get this uniform. So unless the players are wearing gloves like these, I’m pretty sure their jerseys are gonna have to be long sleeved.

Half-shields are pretty effective at preventing certain eye and facial injuries, which are the most debilitating. A full shield or mask would likely prevent some busted teeth (but not always) and perhaps a broken jaw or two. The former does not appear to be a major issue for NHL players, and the latter is so infrequent it might as well not exist. Until it becomes clear a full shield will offer significant safety advantages that outweigh the disadvantages (namely sight impairment), the NHL will never mandate them.
