If the NFL tried to buy the Argonauts (which would be really hard since the NFL itself, not the 32 franchises, has very little money) the Canadian Government would block the sale like the government basically did to prevent a WFL franchise from being founded (moving the Toronto Northmen to the Memphis Southmen in 1974 before league play).
