Changing or merging the two codes of football would not achieve anything much. The NFL will always be the the elite league. The CFL will always be suitable for Canada’s purposes. Admitting Vancouver or Toronto to the NFL would descimate the CFL and be counter-productive to football in general. In fact, having the CFL and admitting American teams is a more productive idea even though it was tried and failed. First and foremost, the NFL doesn’t “own” anything. Like McDonald’s, it has “franchises”. Unlike McDonalds, the franchisees run the NFL. The NFL is owned by it’s 32 teams. Second, it’s unlikely that the NFL wants to be in cities like Regina, Winnipeg and Hamilton. They might want to be in Toronto. At some point, it could be feasible to be in Vancouver, Montreal, Ottawa, Calgary and Edmonton, but it’s unlikely. Now, there have been “mergers” in the past. The NBA merged with the ABA and absorbed the healthier franchises. The NHL merged with the WHA. However , sometimes, franchises got left behind.
