That’s currently not a decision the NFL has any control over. The government of the states the stadiums are in have control over if fans may attend and if so, how many. It depends on which team. All these stadiums fall under local jurisdiction and Covid distancing rules and shut downs. I attended one NFL game this year and they allowed 15% capacity. Some stadiums are still at zero. You can usually tell which stadiums allow fans based on the political leanings of the government in that area. As you now NFL window is very small (september to febaury ) on the other hand football leagues are played all along the year .
